It is the opinion of some people, that Microsoft has under resourced the broken Xbox 360 in all the aspects of engineering since the very start.
This is particularly true
regarding

management, manufacturing, quality and test.
The number of people in the company required to complete the job were not there. These did not possess the required skills and experience to handle the job.
However, currently there is news that Microsoft is trying to increase the staff on the background of what has happened.
